Thirty years ago, the idea that China could challenge the United States seemed unfathomable. Yet today, China is considered another great power in the international system. How did China manage to build power from a weaker resource position and in an international system dominated by the U.S.? What factors determined the strategies Beijing pursued? Using elite interviews, granular data, and authoritative Chinese sources, Oriana Skylar Mastro demonstrates that China was able to achieve great power status through a careful mix of strategic emulation, exploitation, and entrepreneurship on the international stage. This “upstart approach”— determined by where and how China chose to compete—allowed China to rise economically, politically, and militarily without triggering a catastrophic international backlash. Beyond explaining the unique nature of China’s rise, this talk provides policy guidance on how the U.S. can maintain a competitive edge in a new era of competition.

Presented as part of the statewide California Festival: A Celebration of New Music, Project [BLANK]’s Composer Spotlight concert features recent chamber works by Laure Hiendl (b.1986, pronouns: they/he). Hiendl’s music is provocative, forward-thinking, and inherently political in the way that it considers the body in relation to music. Their eclectic influences pull from contemporary electronic dance music, taking digital sampling processes and recreating them with acoustic means. Central to the program is In Abeyance (2021), which takes the subtly shifting patterns produced by an electronic phasing sampler and produces them live with a lushly orchestrated chamber ensemble. Additionally, two works for voices and electronics will explore themes of gender, violence, and racial prejudice: 10 Bullets Through One Hole (2018), a challenging work that highlights the quasi-pornographic language used in firearm advertisements; and White Radiance TM (2020), a work for solo voice and instrumental ensemble that pulls its text from Jamaican philosopher and writer Sylvia Wynter’s meditation on Western standards of beauty – contrasting her powerful words with text taken from cosmetic advertisements. While firmly rooted in the tradition of this historic instrument, their fresh take on this folk icon challenges its limits as never before, moving it into the garage/punk world of urban misfits and firmly planting it in the 21st century. Originally performing alongside their father at local events since they were kids, they now find themselves at the forefront of the contemporary international cumbia scene with their sonic explorations of the classic marimba. Their absolute unique blend comes from a typical youthful rebellion, when as teenagers they left behind their upbringing on the marimba and began to play in various punk, rockabilly and ska bands. Now they’ve gone full circle with the marimba back leading the way, and mixing all of their influences together with their energetic take on the popular instrument, giving it a new twist never before seen in Mexican folk music. Their live shows are a sweaty mess of dancing fans, and this garage-cumbia-marimba-punk band (the only band of its kind in the world) never disappoints on stage. Their authenticity shines through as they give their modern interpretation of Mexican, Peruvian, and Colombian classics, as well as their own original material and some surprise covers.
