Another Woman Comes Forward In Sexual Misconduct Case Against Sheriff's Deputy

A 15th woman has come forward to accuse a San Diego County Sheriff's Deputy of sexual misconduct. The deputy, Richard Fischer, was arrested last week on 14 counts of assault, sexual battery and false imprisonment.

The woman, who is using her initials to remain anonymous, filed a complaint against Fischer Wednesday. She accuses him of groping her and giving her unwanted hugs on multiple occasions in 2016.

Her lawyer, Dan Gilleon, said she only found out that other women were accusing Fischer by hearing about his arrest on the news.

But, Gilleon said, the Sheriff's Department should have found her in their investigation.

"It shows the Sheriff's Department is not going out there and trying to find other victims even though they say they are," he said. "Here there are all sorts of red flags that pop up, from the fact that he returned to her house twice. All of this is visible in his GPS data. So the fact that he returned twice when he had no business being there shows they simply are not looking for victims or they would have found her easily."

The Sheriff's Department did not respond to a request for comment. At a press conference last week after Fischer was arrested, Sheriff Bill Gore said they are putting significant resources into the investigation.

"There's probably not a more serious investigation that the Sheriff's Department undertakes," Gore said. "When any deputy conducts themselves in an inappropriate manner, it not only impacts every deputy in this department but every peace officer in the county and across the country. That's why we take it so seriously because we depend on that trust between the public we serve and law enforcement."

Fischer has pleaded not guilty to the charges last week. His bail was set at $100,000.

The district attorney asks if there are any other victims out there that they come forward and call 619-531-3965.
