Storm's Impact Hits N. America Summit in Quebec

Concern about the hurricane that hit Mexico overshadowed a summit of North American leaders in Quebec, as Mexican President Felipe Calderon left early to oversee the rescue and recovery effort.

President Bush, Canadian Prime Minister Stephen Harper and Calderon concluded the summit, held periodically to promote prosperity and security on the continent.

A new topic of discussion this time was Canada's claim to the Northwest Passage in the Arctic. The U.S. regards that as part of international waters.

Also discussed was the possible withdrawal of 2,500 Canadian troops from Afghanistan in 2009.
