The United Nations refugee agency says the flow of Iraqi refugees returning from Syria has slowed, and most are returning because they have exhausted their savings, not because they believe Iraq is safer.
More than 2 million Iraqis have fled since the U.S.-led invasion in 2003, most to Syria and Jordan.
The Iraqi government is offering free bus rides and money to lure the refugees home, but those who do return say they feel very uncertain about the future.
