Evacuees Begin Return to New Orleans

Three weeks after Hurricane Katrina, New Orleans officially welcomes back its first residents. The Algiers area is the first to open, and relatively dry neighborhoods will follow later this week. Some officials think it's too soon to have residents move back because of contaminated water and lack of utilities, among other problems.
