Homeland Security Secretary Michael Chertoff is making the rounds in San Diego today. Chertoff is expected to sit down with San Diego Mayor Jerry Sanders. A Sanders spokesman says the mayor wants to discuss San Diego's inclusion on a list of cities that could lose millions of dollars in homeland security funding.

This morning, Chertoff treks to the U.S. Mexico border, less than a week after a Border Patrol agent's fatal shooting of a man sparked outrage in Mexico. The Border Patrol says the man was a "known people smuggler." KPBS Reporter Amy Isackson has details.

Guillermo Martinez was allegedly shot on the U.S.side by a Border Patrol agent who feared for his life because an assailant threw rocks at him. Martinez fled back into Mexico where he later died of his wound. According to the Mexican autopsy, the agent shot Martinez in the back from a distance of 16 feet or less.

U.S. Border Patrol officials say no rocks hit the agent. According to the Associated Press, border officials also say Martinez had been detained 11 times in the United States for human smuggling.

Meanwhile, the Mexican government has sent a diplomatic note to the United States demanding a full investigation into the killing. Members of Congress in Mexico are also decrying the killing.

Immigrants rights activists in the United States have renewed their call for the Border Patrol to use non-lethal weapons. Amy Isackson, KPBS news.
