A controversial proposal to build a concrete plant near a creek in Oceanside was narrowly approved last night. But there’s another hurdle before the plant can be built. KPBS reporter Ed Joyce has more.

Corona-based Robertson's Ready Mix wants to build the concrete plant on the north side of Loma Alta Creek in Oceanside.

The three-acre property is part of an industrial area alongside Oceanside Boulevard.

Neighborhood and environmental groups are worried about pollution running into the creek and cement trucks clogging nearby streets.

The company says the concrete would be mixed indoors and all trucks would be loaded indoors to limit noise, dust and other pollutants. The company's plan also includes capturing stormwater runoff.

The concrete plant still needs the OK from the Regional Water Quality Control Board.

The Oceanside City Council voted 3-to-2 to approve the project. Robertson's has a concrete plant in Escondido but has failed to win approval to build other plants in San Marcos and Vista.
