Maureen Cavanaugh: The Imperial Valley has been hit hard by the nationwide economic recession. Some long-term businesses have closed up shop, and nearly one-third of all homeowners in the Valley owe more on their houses than they are worth. But the overall number of people in the Imperial County with negative equity did decrease in 2008, and there are some hopeful signs that big events and new construction could ease the sting of the economic downturn.
