Along with the new substation, the company plans to upgrade an existing substation in Boulevard.

Jennifer Briscoe with SDG&E says the goal is to create the infrastructure needed to tie into wind, sun and geothermal energy produced in eastern San Diego and Imperial Counties.

"With that being built, we will see a vast majority of wind developers that have been interested going ahead and moving forward once they see that there's going to be infrastructure in place," Briscoe says.

She says the two substations would be connected by a new 13-mile power line, also part of the proposal, to transmit renewable energy to the existing Southwest Powerlink.

Briscoe says the utility is on track to get 26 percent of its power supply from renewable energy resources by 2012.

California requires public utilities to get 20 percent of their power from renewable sources by 2010.
