Schwarzenegger to Assume Governor's Duties

Arnold Schwarzenegger will be sworn in as governor of California Monday. He will call a special session of the legislature Tuesday to begin crafting a new plan to tackle the state's massive deficit. But partisan bickering, which has derailed previous budget-reform measures, poses a major obstacle. NPR's Ina Jaffe reports.
