Only two beaches statewide — including one in San Diego County — were worthy of spots on its coveted "honor roll" of clean water conditions.

A homeless man has died from hepatitis A, San Diego County officials announced Wednesday.

The Unsafe Camping Ordinance would prohibit tent encampments in all public spaces throughout the city if shelter beds are available.

Mayor Todd Gloria has pushed hard for the ordinance — written by City Councilman Stephen Whitburn — in recent weeks, urging citizens to sign a petition and speaking on the issue at news conferences.

Under the recommended funding, SANDAG and Caltrans would receive $140 million for the federal state Route 11/Otay Mesa East Port of Entry project.

The marine layer over San Diego County was near 4,000 to 4,500 feet deep early Tuesday morning with widespread low clouds over the coastal waters extending well inland and onto the coastal slopes of the mountains, the National Weather Service said.

Officials with the U.S. Department of Transportation issued a statement in response to Southwest's cancellations, noting that the department will be looking into the situation.

The National Weather Service has issued an excessive-heat warning, effective from 10 a.m. Tuesday to 8 p.m. next Monday.

The department is looking to fill over 400 positions, and willing to pay tens of thousands of dollars in signing bonuses to attract new employees.
