The San Diego County Water Authority recently made public a plan to start buying water from a proposed desalination plant in Carlsbad to help supply the region's ever-growing water needs. County water authorities say polls show more than 80 percent of San Diegans support turning ocean water into potable water. But concerns about cost and potential environmental consequences continue to fuel the debate.
