San Diego Assemblyman Rocky Chavez said one problem is that responsibility for helping vets find jobs is shared between the EDD and the state’s Department of Veterans Affairs.

“I think what the audit shows is that that’s not working,” he said. “When you have shared responsibilities, it’s easy to point fingers at each other on why this isn’t happening. Let’s give the money to the Department of Veterans Affairs and let the veterans take care of the issue of unemployment. "

However, the VA has come under fire for its backlog of vets who have applied for benefits and not yet received them.

State legislators are considering creating a new Veterans Workforce Development and Employment office.
