Tom Fudge: Nearly everyone agrees that California’s prison system is a mess. And last month, Governor Schwarzenegger declared that the system was in a state of emergency. Prison crowding has resulted in bunks being set up in hallways and in lunch rooms. Violence is said to be a constant problem. The system’s health program is subject to a court order. In fact, a federal judge is now considering places a population cap on the entire system. While nobody wants to say the prison system is working, not everyone agrees on what the solution is. Guest
