Environmentalists said the county's plan to reduce green house gas emissions falls short and they are taking the matter up in court.

The local Sierra Club is suing San Diego County over what the group sees as shortcomings in the government's plan to address climate change.

California is requiring all municipalities to develop climate action plans when they update their community's general planning documents. The documents are supposed to help local governments map out growth in a way that reduces the impact on climate change.

San Diego County has a plan, but critics argued the document isn't changing the way the county does business. New developments aren't getting any more scrutiny than they used to, according to local environmentalists.

"All of these climate action plans need to achieve their part for climate stabilization," said Mike Bullock, The Transportation Chair of the San Diego Chapter of the Sierra Club's.

County officials have said publicly that it is tough to affect climate change if countries like China and India don't do their part. However, Bulluck said county officials need to become climate realists and take positive action here.
