The top U.S. administrator in Iraq, Paul Bremer, meets with U.N. Secretary-General Kofi Annan to seek U.N. assistance in establishing a provisional Iraqi government. Plans for a power transfer by June 30 have run up against Iraqi Shiite demands for direct elections. U.S. and U.N. officials say setting up direct elections within six months would be difficult.
