It's no secret California has a huge budget deficit, but one San Diego lawmaker says Sacramento doesn't understand the "real problem."

Joining us on Morning Edition is Republican Assembly woman Diane Harkey.  She represents the 73rd District in San Diego and Orange Counties.  Assemblywoman Harkey explains what she sees as the real problem in the state's capital.
