Tom Fudge: Two billion dollars. That's what one economist says last week's wildfires cost San Diego County. Like all economic impact estimates, this one is a matter of debate. In fact, some people argue that eventually the fires will constitute a gain for the local economy. That's because the damage will result in large amounts of government and insurance money pouring into the county.
