The San Diego City Council passed a Rooming House Ordinance designed to prevent landlords from turning single family homes into mini dorms. Councilman Jim Madaffer represents the College Area. He says the Ordinance has been carefully worded to avoid litigation.

Madaffer: The issue that somebody charged here today that this is somehow discriminating -- this is really about preserving our quality of life, that's what this has been about from day one.

The Rooming House Ordinance will prohibit landlords from leasing out three or more rooms in a single family home to three or more individuals on separate leases.

Homes for the disabled or seniors are exempted, and groups of adults are also allowed to lease a house together as long as there is ample parking.
