France, Germany Shift Course on Iraq

U.S. special envoy to Iraq James Baker won commitments in Paris and Berlin Tuesday to ease Baghdad's $120 billion debt burden. The conciliatory move represents a shift in strategy for France and Germany, both of which opposed the war, refused to contribute troops, and have been excluded from bidding on reconstruction contracts.
