U.S. and British officials urge U.N. Secretary-General Kofi Annan to send U.N. staff back to Iraq. The war allies want the United Nations to assume more control as a post-Saddam government is established in Baghdad. Hear NPR's Scott Simon and NPR's Michele Kelemen.
