Activists for and against Proposition 187 rallied in Los Angeles in 1996, after it was thrown out by the courts. Political analysts say tough rhetoric and laws targeting undocumented immigrants could now have lasting political consequences for the national Republican party.

Next week marks the 25th anniversary of the passage of Proposition 187, an anti-immigrant ballot initiative aimed at prohibiting people living in California illegally from receiving medical, educational and other social services. Its official title was the "Save Our State" initiative.

San Diego had a front seat to the debate over the controversial ballot initiative. In the fall of 1994, Governor Pete Wilson endorsed Prop. 187 during the state GOP convention in downtown San Diego. And San Diego became the site of numerous protests.

But while a federal judge blocked the measure from being implemented, the effects of Prop. 187 are still being felt today.
