The City Council Tuesday will consider authorizing the operation of San Diego's annual emergency cold-weather shelter for the homeless again in Barrio Logan.
If approved, the San Diego Housing Commission — which operates city programs that benefit the homeless — would be authorized to spend $225,000 for a shelter for single adults on city property at 16th Street and Newton Avenue.
The Barrio Logan location would help around 500 homeless adults and be run under contract by the Alpha Project. It would open Nov. 1 and remain in operation until the end of March.
The city already has an agreement in place for the Veterans Village of San Diego to operate a separate shelter for homeless veterans on Sports Arena Boulevard.
The action before the council would include the declaration of a "Shelter Crisis" that states there is a significant number of people in the city who are unable to obtain shelter.
Among other things, such a declaration would allow certain state housing, health and safety standards to be relaxed, in the event that strict compliance would hinder or delay assistance for the homeless.
