First, it’s potholes, then broken water pipes, then sewage spills, then too few traffic cops, and now urgent, but unaffordable repairs in a much-loved, but now neglected Balboa Park. They’re all clear signs of a city short of money. Is it time to bring in the private sector to take over the care and feeding of San Diego’s world-class Balboa Park? Host Gloria Penner asks third district San Diego City Councilmember Toni Atkins, whose district includes the park, and David Lang, the CEO of the Balboa Park Cultural Partnership, a collaborative group of 22 park institutions.
