The plan includes adding thousands of beds at existing prisons.

President of the California Correctional Peace Officers Association Mike Jiminez says prisons are already understaffed and he's telling officers it's not going to get any better.

Jiminez : Well, we're going to tell them to update their beneficiary information on their insurance cards. I don't think it's anything good. I think it's a very dangerous situation and it's going to be made worse.

The plan also includes more rehabilitation programs and more oversight of the correctional system, but Jiminez says it's not enough.

He's also critical of a provision in the bill that gives the Governor the authority to transfer up to 8,000 inmates out-of-state.
