New Law Aims to Curb Fatal Crashes on "Blood Alley" Highway Stretch

Legislation aimed at curbing deadly accidents on a stretch of highway known as “blood alley” has been signed by Governor Schwarzenegger.   It would create a double fine zone in the area and makes it easier for communities around the state to do the same.

Democratic Assemblywoman Lois Wolk wrote the measure that sets uniform standards for creating double fine zones.

Wolk : We developed criteria based on collisions the number of fatalities and a number of other things that would lead to the ability to say that one road versus another was a good candidate.

Wolk's bill specifically names a stretch of Highway 12 between I-80 in Solano County and I-5 in San Joaquin County to be designated as a double fine zone. The bill also requires Caltrans to evaluate the double fine zone areas every two years to see if they still meet the specified criteria. If they don't, the designation is removed.
