Report Supports Ban on Delta Development, New Ways to Move Water

SACRAMENTO (AP) -- Development should be halted in the floodplains of California's delta, according to a newly released draft report.

The proposal was made by a task force created by Governor Arnold Schwarzenegger.

It also says the delta should not remain as the state's main conduit to send water to Southern California and the San Francisco Bay area.

That's because the delta's current water-delivery system is far too vulnerable to levee breaks, sea level rise and actions needed to protect fish and other wildlife.

The proposal also advocates new dams to help capture, convey and store water. A final report is expected in November.
