Schwarzeneger’s Debate with State Controller Turns into Lawsuit

Governor Arnold Schwarzenegger is taking California's controller to court. The suit says the Constitution prohibits the state from paying full wages without approval of a budget. But Controller John Chiang says the state has enough money to operate into October.
