Reminds of a high brow raunchy Nicholson Baker novel called THE FERMATA - the protagonist discovers the power to freeze time and people - and of course uses his powers to undress people.

I was pleasantly surprised to see that the reactions of the observers all seemed to show enjoyment of this experiment (unless adverse reactions were edited out). The reaction of the worker in the cart even seemed more curiously intrigued rather than annoyed at the interruption of his work schedule.
