San Diego City Council begins its last round of hearings on next year’s budget today. Mayor Sanders has warned of cuts to library and park services, but the council hopes to find a way to avoid that. KPBS reporter Alison St John has more.

Mayor Sanders talked about longer lines to check out library books. His proposed budget would also cut skate park supervisors, park maintenance  and pool hours.

But the Council’s Independent Budget Analyst, Andrea Tevlin, will present  an alternative plan today that  restores many of those services. Tevlin says it amounts to reallocating only four tenths of one percent of the budget.

Tevlin:  and if we can go through the budget  and figure out a way to restore some small items, but they have significant impact on the community.

Tevlin suggests cutting money spent on consultants and also increasing the repayment of money owed to the city by the Center City Development Corporation,  or CCDC.

Tevlin: The mayor’s budget for ‘09 already assumes a $5 million loan replacement from CCDC.  This just contemplates increasing it from 5 million to 7.5 million .

The County Grand Jury recently issued a report critical of the relationship between the city and the downtown redevelopment corporation, which added to the pressure on CCDC to repay its loans faster.
