S.D. Council Under Pressure to Appoint Independent Auditor

The San Diego City Council will try one last time today to reach an agreement on how to appoint a truly independent auditor for the city's books. The pressure is on for the city to reach a compromise, because the auditor's independence is a key to regaining Wall Street's confidence. KPBS reporter Alison St John has more.

The city council is struggling to come up with a ballot initiative to change the city charter. The Kroll report, commissioned by the city when it was under investigation by the Securities and Exchange Commission, recommends the mayor appoint an independent auditor. But Councilwoman Donna Frye says the mayor should have nothing to do with appointing an auditor who will check the financial statements put out by the mayor's office.

Council President Scott Peters says the city is up against a deadline to get a proposal on the June ballot.

Peters: Councilmember Faulconer feels very strongly that we should just go with what Kroll said. Councilmember Frye is very strong in her position that we should not even let the mayor in the room. I have been trying to reach a compromise. I have not been successful so far.

The city council has already agreed to postpone until 2010 a ballot initiative to decide whether to change the charter to make the Strong Mayor form of government permanent.

That's also when they'll ask the voters whether to increase the number of council districts from eight to nine, and strengthen the mayor's veto.
