Alfredo Arenas is the state force's international liaison.

He answered questions during a break. He says he and the agents are learning special tactics to protect government officials and high level executives in Baja.

"The latest techniques on how to drive, how to get away from a terrorist attack or an organized crime attack, on driving away from a high speed chase. All the newest type of things."

Arenas says the 18 officers will then train their cohorts in Baja California.

He says this is the first time state police have trained with the Navy. He hopes they'll continue the program next year.

More than a dozen Tijuana police officers have died this year.
