Tom Fudge: Last night, the chairman of the County Board of Supervisors delivered his State of the County Address. Ron Roberts, who represents San Diego, touched on a number of proposed initiatives. They included developing a uniform emergency communication system for the county. And building a bayfront park, downtown, where there are now parking lots.
