SD City Council to Consider Rule Changes

San Diego’s city council will discuss a number of new rules today that could change how it operates, including one rule that could shift the balance of power. KPBS reporter Katie Orr has details.

The council will discuss whether to change the rule on how items can be placed on a meeting agenda. Currently, an issue can be placed on the docket if the Council President puts it there or if four council members request it be included. Councilwoman Donna Frye wants to change the rule so an item can be discussed with the support of just three council members. But she says the change isn’t about taking power away from the president.

Frye: It really does allow a higher level of public participation. Because, again, those council members, who may be in the minority on a particular issue, at least have the ability to have that item docketed for public discussion.

Frye and Councilman Carl DeMaio are also proposing holding one council meeting a month in the evening.
