Fifteen suspected illegal immigrants were arrested after coming ashore in Encinitas early today.
A U.S. Coast Guard helicopter crew on routine patrol spotted the panga
boat, called the Estrella, at sea, said USCG Petty Officer Henry Dunphy.
The boat made landfall about 3 a.m. in the vicinity of Grandview Beach, which is in Encinitas' Leucadia neighborhood.
