FBI Rewrites Rules on National Security Letters

The FBI is working with civil-liberties groups to craft rules for the issuing of National Security Letters. NSLs are documents that allow the FBI to obtain phone and e-mail records without court approval. The agency has been accused of misusing its NSL authority.
