Four measures to allow medical marijuana dispensaries in local cities were all headed toward defeat in early voting returns.
Proposition S was behind with 63 percent of the vote saying No. The measure would repeal Imperial Beach’s ban on medical marijuana dispensaries and would allow dispensaries to operate under specific zoning and operational requirements.
About 65 percent of voters in Solana Beach voted No on Proposition W in early returns. About 61 percent of Del Mar voters said No on Proposition H, and 62.7 percent of Lemon Grove voters were against Proposition T. Proposition Q in Lemon Grove was also headed toward defeat, with 65 percent voting No.
Medical marijuana has been legal in California since the passage of Proposition 215 in 1996. But in San Diego County, all of the openly operating storefronts that sell marijuana have been shut down.
In response, activists in four cities in San Diego County placed measures on the ballot to authorize medical marijuana dispensaries.
But even if these measures pass, there are no guarantees that any medical marijuana dispensaries will be allowed to operate. U.S. Attorney Laura Duffy has been aggressive in enforcing the federal ban on marijuana. Working with the DEA and local law enforcement, she’s led the way in forcing local dispensaries to shut down.
