An executive director was named Friday for the city of San Diego Citizens' Review Board on Police Practices, which has been without its own leader for four years, the mayor's office announced.
Sharmaine Moseley has managed a similar panel in Albany for the past seven years. She is a member of the National Association for Civilian Oversight of Law Enforcement and is a former legislative assistant for a deputy speaker in the New York Assembly.
The executive director position was eliminated in the 2010-11 budget but restored for this year, according to the mayor's office. Darnell Scarborough, director of the city's Human Relations Commission, oversaw both bodies.
The review board is designed to make sure that complaints made by the public against the San Diego Police Department are investigated properly, and to advocate for policies that promote fair and humane policing.
Moseley is due to start her new position Feb. 2.
