A brief but substantial storm is expected to bring showers and strong winds to San Diego County as early as Monday, with the bulk of the system hitting on Tuesday.

A judge rejected a request from a group of local homeowners to block the city of San Diego from collecting monthly trash collection fees, which they allege are unlawful because they say the fee exceeds the costs of providing trash services.

Prosecutors charged the four members of the Phi Kappa Psi fraternity in connection with a frat party skit conducted last year that involved lighting a fraternity pledge's clothes on fire, which left him with third-degree burns.

The county is working with the school to notify any people potentially exposed to the disease from June 1 to Sept. 4 of this year.

The blaze erupted shortly before 4 p.m. Tuesday off Sandia Creek Road in De Luz, north of Fallbrook and just south of the Riverside County line, according to Cal Fire.

Few public events commemorating the attacks are being held Tuesday, although many synagogues will likely commemorate and memorialize those killed during the attacks and those still held hostage.

The weather forecast has led the Padres to cancel FanFest on Sunday.

There were no reports of any damage or public threats related to the quake.

The plan calls for a permanent center that migrants and asylum seekers can use while they finalize travel arrangements to other parts of the country.
