San Diego councilmen and mayoral candidate Kevin Faulconer released his plan to make City Hall more transparent if he's elected.

He said he would establish what he called a "comprehensive open data policy" under which city information is made available online.

"People want easy access to city government," Faulconer said.

The plan would also include modernizing the city's website, conducting an audit of the city's information and data policies, forming a task force to review public records procedures, and having the director of open government communicate directly with key department heads.

If no one wins more than 50 percent of the vote, a runoff election would be held early next year.
