In the months leading up to the shooting, Jose Valdivia threatened and harrassed Sabrina Rosario. He messaged her a picture of a handgun with alcohol containers in the background and told her a restraining order "would do nothing." A day after Rosario secured a restraining order against her estranged husband, Valdivia drove to Rosario's home and killed her and three of their sons before killing himself. A fourth son remains in critical condition.

"Anytime there's a tragedy like this, it poses the question, 'What could we have done? What could we have done differently? What could we have done better? What could we have done sooner?' And so certainly those questions are lingering for me as well as many others that I'm working with in the field," said Jessica Yaffa, outgoing president of the San Diego Domestic Violence Council.

This policy was shaped through months of training with the Poynter Institute and feedback from the community. You can read the full policy here.
