Philadelphia has long been seen as a model city for its successful efforts to reduce the number of homeless people on its streets.
Much of the credit goes to a federally funded pilot project that provides housing to the homeless without requiring that they first enter treatment for addiction and other problems.
But now the number of people sleeping on Philadelphia's streets is rising again.
