A Carlsbad desalination project faces another delay. A state lands commission decision has been postponed until December. KPBS reporter Ed Joyce has details.

The state lands commission must approve a permit for Poseidon Resources to use the Encina Power Station site for the project. The lands commission staff has recommended approval. But the lands commission won't take a vote on that permit until its December meeting.

Peter Maclaggan is the Senior Vice President with Poseidon Resources . He says the plant would add to the local fresh water supply.

Maclaggan : That will help insure that when those imported sources aren't available that we'll have something to fall back to locally that is truly a drought-proof source of supply.

Environmental groups say the process of sucking in and releasing seawater harms marine life. Poseidon says they could start construction early next year.
