A plan to build more than 2,000 new homes in the hills north of San Marcos is now open for public review. An 8,000-page environmental review has been released and the public has 60 days to respond.

This is not the first time a developer has drawn up plans for these hills on the outskirts of North County.

In 2010, another developer spent millions to bring the Merriam Mountain project before the San Diego County Board of Supervisors, only to have it rejected on a 3 to 2 vote.

Now, Newland Communities is starting the long permitting process again to see if this time the houses will get built in a development they are calling Newland Sierra.

Rita Brandin, senior vice president and development director for Newland Communities, discusses the plan Friday on Midday Edition.
