National City is the most walkable city in San Diego County, according to a scorecard released Thursday.
The annual report ranks the region's 18 cities on their efforts to improve walking safety.
Kathleen Ferrier is director of advocacy for Circulate San Diego - the nonprofit behind the report. She said National City tops the list because of its safe sidewalks and street crossings - especially near schools and civic buildings. She said safety scores are based on 25 categories.
"One is their pedestrian collision rate. So we need to look at how safe are people when they're walking and how many people in the city are walking. We want to look at what are they doing - what are cities putting in the road and streets as far as infrastructure to improve walkability … what are long-term policies that they have in place," Ferrier said.
Other top cities include Solana Beach and Encinitas. Lowest on the list is El Cajon.
The report comes as pedestrian fatalities in the county are on the rise. Eighty-eight pedestrians were killed in 2014 - that's a 35 percent increase from the previous year.
